Dr. Homick is the director of Federal Emergency Management Agency Mortgage and Rental Assistance Program, which provides more than $225 million to victims, their families and citizens who are economically affected by the terrorist bombings of the New York World Trade Center and the United States Pentagon. He has 30 years of experience in government and military service as well as servicing several United States intelligence agencies. He is a United States diplomat and served at various embassies worldwide. He is a university professor and faculty member at the National Graduate School, where he manages graduate programs and instructs graduate courses in homeland security, strategic planning and research methodology. He also serves as a public speaker for homeland security and as a motivational speaker. He was a professor with the Texas A&M University System where he managed graduate programs in industrial engineering and a professor at Embry-Riddle Aeronautical University, where he instructed graduate courses on human factors in aviation and aviation accident investigation.
