He became involved in his profession because of his interest in labor relations.
Extended Bio Profile:
Mr. Elam's career with the U.S. Department of Agriculture spanned 30 years. During that time, he enjoyed a series of promotions from his initial position as a food inspector to director of labor relations, where he directed and controlled the labor relations program for 6,500 employees. He has conducted many training seminars and rendered technical assistance to agencies of the federal government. He is a nationally renowned labor relations consultant, curriculum designer and motivational speaker who has conducted workshops for the Federal Personnel Management Institute and the U.S. Office of Personnel Management. He is skilled in creative problem analysis and effective problem resolution. Recently he successfully developed and guided the U.S. District Corps of Engineers Labor Relations Program. He has received numerous national awards from the National Society of Federal Labor Relations Professionals and Award of Excellence in Washington, D.C.
