His greatest career achievement is introducing the electronic direct deposit and other reforms to the Government of Northwest Territories, reducing paper check volume from 660,000 to 62,000. This accomplishment and with a few other changes resulted in hard cost savings in excess of $2 million and soft cost savings around $20 million.

Mr. Carter has extensive management experience in the private, military and public sectors. He was previously the chief executive officer of the Yellowknives Dene First Nation in Yellowknife, NT. Mr. Carter has 28 years' experience in board governance as both a volunteer, elected executive and salaried executive in a wide variety of professional and nonprofessional organizations.
