Mr. Perches owns Perches Land Services, Inc., which provides land, acquisitions and relocation services. He has had this company for 11 years and is principal of the firm. The company has received disadvantaged, minority, small business, and historically underutilized enterprise certifications.
Mr. Perches has more than 25 years of right-of-way and management experience, including nine years in electrical engineering design. He became an appraiser at the age of 19, for El Paso Central Appraisal District, and later earned an engineering degree. He went to work for El Paso Electric. Whatever he designed, he needed to get easements for poles, etc. He was constantly involved with property rights. He saw there was more money in the right-of-way field and the company offered him a position in engineering and right of way. Then he worked on cell towers and went into the field. He opened his own company and got involved in the transportation end on large expansion projects.
Position Responsibilities and Duties:
Negotiating properties for federal, state and local properties for railroads and highways for acquisition and relocation purposes; Providing right of way support services; Preparing market transactions to negotiate without going to court for land purchases; Handling the relocation for those displaced according to federal guidelines; Ensuring the agency transit authority and the DOT follow federal guidelines
